Skin problems on the penis don't cause pain, just itch or burning.  Though I can't do more than guess as to the cause of your discomfort, I don't think skin redness and irritation causes the pain part.  A urologist would indeed be in a better position to investigate the prostate, etc.  If no diagnosis can be established, you may need to at least entertain the possibility that your pain stems from worrying that you have something serious when you don't.
