Recurring rash on penis glans

Here's the long story short.......
A while back I was having sex with my girlfriend, during intercourse there was a burning sensation so I stopped figuring it was just attributed to the alcohol we had consumed.I went to the bathroom and noticed 2 Red marks in an oval shape on the underside of my penis(glans)before this incident there had never been any marks or burning. There was no pain associated with the marks but more towards the urethra..this persisted for a few days then the pain subsided but the marks remained. After some time( month?) the marks disappeared and all was good, so I thought.I then had developed a red ring around the urethra that was very irriatatble upon begging urination. this lasted some time with sporadic urination, double stream, no control.yada yada
Im freaking out and don't go to the Dr. I am a 23 year old male who does not want to hear I have Herpes, a mistake I know but Im dumb.My girlfriend gets tested etc.. nothing- I am not happy and we cease seeing one another. Now at the present time the "rash" has returned...it almost is never sore or blisters or anything it's usually the urethra that is sore, But it appears that the opening is closing or restricting which is making urination lengthy and annoying(fine stream)also it looks like scar tissue around the opening slightly white skin..Im circumcised so Balanitis is probably not the cause. SO! My question is Can Herpes be the culprit?I went to the Dr. and got Chlamydia and Gon. meds yesterday which seemed to help the burning..but upon masterbation the burning sensation returned? argh! I know IM all over the place with this but bare with me..........I did notice a slight red mark near my urethra last week but figured it was form masterbation?I used a sock?-_----Fear of getting potential virus on my hands?_-----over the period of a year with on and off symptoms I have noticed slight yellow substance in urethra opening.but the stream has slowly become " narrow/fine" over the time period...........Are there any Infections that this mimicks? or Do I most likely have Herpes with some urethritis?
Would that account for the NArrowing of Urethra( meatal stenosis?)I have to go back to the Dr's on Monday or Tuesday...there was also slight inflamation of the glands....hmmmm on a humorous note I waited so long to go to the Dr. and wouldn't you know  a feamle Dr. walked in the room..hahaha it was typical of my luck.........Any insight would be appreciated. Thankyou for your efforts in disecting this rambling incoherent mess.

If tiyr urethra is indeed narrowed, then you are quite right to consult a urologist, whethee or not this has any connection with your other symptoms.

Thankyou for the reply. Yes I am concerned about the appearance of my penis. The narrowing of the urethra is clear not imagined, my urinary stream has been greatly reduced.I will more than likely be refered to a urologist. As for the recurring red irritation marks on the glans?---I figured that was a potential sign of herpes even without blister formation. This has been going on for a year..the irritation comes and goes but the stream of urine has been declining all along.
Thankyou for your time.

The upshot of your posting is that you have become obsessed with appearance of your penis out of fear that you have herpes.  Nothing in your description suggests herpes to me.  I can't make much out of the burning sensations or your feeling that the urethra is narrowed.  You've been tested for urinary infection, and when those tests come back negative, I think you should stop worrying about that.

As to the redness and slight inflammation, you need to see whatever doctor it will take to convince you once and for all that this is not a symptom of herpes, so you can stop obsessing and get on with your life.  Please find a male dermatologist or STD clinician, express your concerns, and you should be fine.

Take care.
