Red, itchy, clustered rash

My husband recently got a rash on his neck.  The rash started as a cluster of red bumps in a circular pattern(larger than ring-worm bumps).  He complained that it was itchy and irritating, but not painful.  A few days later, we noticed he had two more clustered rashes upward nearing his ear - but not connected to the first larger cluster.  We decided he should go see a physician who looked at it for 5 seconds and said it was Herpes Simplex.....  We are aware that Herpes Simplex is most common on the mouth(HS-1) and the Genitals(HS-2).  But it seems quite strange that herpes would develop on the neck.  Any idea of what the rash could be other than the Dr's diagnosis????  Looking for a 2nd opinion.
