This may be an angioma as red dots are likely to be vascular in origin. This does not sound serious and you have noted this for quite sometime already. In the absence of pain, swelling and increase in the number of these spots, these may not be something which requires urgent intervention.I suggest that you let this be for a while. Do not pick on this. Just observe the area and see if there seems to be progression of symptoms.
