Red Raised Rash with flaky skin on Penis

So roughly a month ago now, I got this slightly raised flaky rash at the base of the shaft of my penis.  This has been coupled with a dull ache in my abdomen, no itching and no discharge of any kind.  I went to the doctor who told me that I had a bacterial skin rash and a urinary tract infection.  I've done a course of antibiotics and the flaking has progressed as the picture shows.  Most of my abdomen pain is gone.  

Assuming he was correct, should I still have this rash after 4 weeks and antibiotics?

Do you agree with his diagnosis?

This red raised rash can be due to lichen planus or psoriasis. Lichen planus presents itself in the form of papules(flat spots) or rashes and is an itchy papular eruption characterized by its violaceous color. Treatment is available only on prescription and consists mainly of steroids, retinoids, hydroquinone and phototherapy.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
