Red Rash at Near urethra

Hi Doctor -

Please see time line below. I have HSV-2 but very few outbreaks and never in this area.

Two weeks ago.

1. Rubbed penis between breast of female with some form of lubrication.
2. Condom placed on penis and received oral sex.
3. Penis cleaned with some form of wipe.
4. Hour later cleaned penis again with skin wipe.
5. Hour later masterbated with lotion.

Symptoms

1.Two days later red rash near urethra opening.
2. Very small raised bumps (not herpes) near opening flesh colored.
3. Went to doctor and urine test negative.
4. Went to TWO dermatologists and they say small bumps are not warts, they do believe the rash can be breakout but very indecisive. They have ruled out std's.
5. It has been close to two weeks and rash and bumps have subsided very slowly but not gone.

Treatment

1. Valtrex
2. Hydrocortisone

Question

1. What is this red rash? Can it be from the mix of lubricants used? Chemical, allergic reaction?
2. If so what over the counter medication can I use? I am thinking a mild steroid.

Answers to your questions are:

1. The description of lesions you provided is not specific enough (dimensions, form, texture, etc.) and you did not mention presence or absence of subjective symptoms (pruritus, pain, etc.). But, based on your "symptoms" list, it is quite possible that you have experienced a mild clinical reoccurrence of you HSV- 2 infection, and/ or contact dermatitis triggered by substances penile skin was exposed to.  

2. Actually, treatment you were prescribed is justified, if diagnosis made by your physician resonates with what is written in bullet 1.
FYI – 1% hydrocortisone (hydrocortisone acetate) is a mild corticosteroid.

The rash is pinklike and glazed over about the size of half a dime on the penis tip bordering the urethra opening. There was pain in urination for two days but urine analysis was negative. The cortisone is not helping it has been over two weeks.
