Red Rash on Glans

Every couple of weeks or so I keep getting what I can only describe as a red rash on the glans of my penis.
It isn't restricted to one area and can either be next to the opening or further down the head.
It isn't itchy or sore and will go usually within 1 day if I keep washing it in warm water.
I was tested (swap and urine) for STDs 3 1/2 months ago and it all came up negative.
Any idea what it could be? I don't get any discharge.
It happens more after condom use but it also happens when I haven't had sex.
