Red bump on penis turns blue

Ok so about 6 months ago i developed a red bump on the underside of my penis. I have gotten these bumps before and i figured it was just a clogged pore. i used to regularly shave my penis shaft due to a tight circumcison and hair growing at the base and coming up the shaft. So about a month ago, i got another redish bump and i figured it was just a repeat bump from shaving,  well it didnt go away and eventually i tried to dig a little to see if it was an ingrown hair. I couldnt seem to find one so i stopped. So today i was going through the regular routine of cleaning, btw i was circumcised at age 7, and i noticed the red bump had gone down and was now bluish in color. i have to admit that when i was searching for a ingrown hair i did "cut" open a little of the skin and it blead. Not much blood. I did sanitize it and put neosporin on it. But i have to admitt now i am a little scared that it might be penile cancer. Im only 19 but i figured it could be a possibility. The bump isnt really a bump unless i rub the surface skin and then i can feel a small bump under the skin. Like i said i am worried a bit but now that i think about it it might just be a scar due to the searching for an ingrown hair. The only other bluish thing it could be is maybe a veign. The bump doesnt hurt at all. the bump looks red in the picture but the redist part is really a light-dark blue color.
