Red bumpless spots

Hi,
I'm hoping someone can help me out. Almost two years ago, I came down with a red patch on my left cheek. A lot of redness and very few spots that look like pimples from afar but when you touch my cheek, it feels smooth. Almost looks like my skin is irritated there. I noticed later that my right cheek had developed redness but not nearly as much as the left cheek and without the rumpless spots. I've tried everything from changing my makeup, soap, detergent, etc. Anything that I could possibly be allergic to that touches my face. I went out and bought a anti-itch cream that seems to help with redness and irritation but doesn't completely get rid of the area. Just makes it a whole lot better. This area does not itch either. It has never itched. It seems to get better but never goes away completely and will come back full force. I would go to a dermatologist but my insurance doesn't cover acne so if it is in fact acne, I'm kind of screwed so I'm hoping to get a answer. If not, dermatologist it is. I've never had a acne problem even when I was a teenager. I'm currently 22. I don't have redness anywhere else. I'm very fair. My skin is oily and I have huge pores.
