Red bumps on penis, scrotum, inner thighs

For the past couple of months, I've had small reddish bumps on the head of my penis (~ 5mm) and on my scrotum.  The bumps on my penis do not itch, but the ones on my scrotum do if I touch or rub up against them.  I also have red and itchy bumps on my inner thigh and at my waist line (where the garter of my underwear touches).  If I scratch the bumps on my thighs and waist, they eventually turn into brown, dry spots.

My doctor (general practitioner) says that all the bumps are eczema and has prescribed me 0.5% Triamcinolone Acetonide Cream.  After applying this cream to all the bumps (i.e. penis, scrotum, thighs), the bumps slowly fade away.  However, when one crop of bumps start to disappear, I notice some new ones sprouting up.

Does this sound like a case of eczema?  I'm going for a physical with my doctor in a week.  Should I ask for a referral to a dermatologist for this problem?
