Red dots along rim of penis

Im very sorry to be posting somewhat graphic descriptions on this forum, but I am concerned and want to know some possibilities before I go to the dermatologists on Wednesday. I had unprotected oral sex and protected vaginal sex with a girl I have no idea about and that I just met. Stupid and regrettable decision as I have never done this before. I have always been a monogamous relationship with one girl since I have been sexually active and we both knew we were STD free, herpes included. I am currently 20 days post exposure and I have been to the doctor 3 times for check ups and testing and so good so far, but I was told I am suffering from severe anxiety about STD's and was prescribed Ativan. I have no burning, itching, or tingling in my groin. But, a few days ago a developed a very slight rash on the outer rim of my penis (rubs on clothes), but I have never noticed anything like it before. It didnt hurt, I just could tell it was there. Flaccid, it looks like a signle small red spot and nothing more. But, when erect, there are small red dots along the entire rim of my penis (concave where shaft and head meet). To best explain it, it resembles very tiny blood vessels or like someone took a finepoint red marker a dotted along the rim. They are not raised and it doesnt hurt at all. My main concern is that this is an extremely mild initial outbreak of herpes, but I have read that by 20 days post exposure, if an initial outbreak were to occur, it would have presented itself by now. So, any idea of what this could be? Very small fine red dots in a perfect line along the entire rim of my penis. Any response would be very much appreciated.

I just wanted to update you on my situation and get your final say the situation. The majority of my anxiety and sensations went away after 3 weeks post exposure. Still, I went and got tested at 15 weeks and 5 days post exposure and just got my results back:

HSV1 IGG = 0.59
HSV2 IGG = 0.19

Can I assume that these results are conclusive and move on with my life considering the test was done at approx 16 weeks? Please let me know so I can have a sigh of relief! Any reason to test at 6 month mark or is that obsessive?

MEDICAL PROFESSIONAL
Hello,
These red dots can be due to dermatitis skin or pearly penile papules which are normally found on the penis. These do not sound like herpes sores. Apply warm compresses,Neosporin ointment and calamine lotion and avoid messing with it. You  can take anti-inflammatory pain killers like ibuprofen or acetaminophen. If the lumps persist then it will be best to get it evaluated from a dermatologist.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your dermatologist. I sincerely hope that helps. Take care and please do keep me posted on how you are doing.

Also, just wanted to note that I was tested for herpes at 14 days and my results were:

Type 1 = 0.57    +<.90
Type 2 = 0.10    +<.90

Both very low, but I am also aware that testing after 2 weeks provides very little time for antibodies to build. Lastly, my stress level has been at an all time high these past 3 weeks and I have been to boot camp. I have lost 10 pounds in worrying and was dehydrated when visiting the doctor. I have sense began eating regularly and drinking. I just wanted to provide a little background for the full gravity of the situation.
