Red dots on tip of penis (NSFW picture)

For the past six months or so i've had occasional red dots appear on the tip of my penis.  I've had two long term sexual partners, both of whom we're tested for stds.  The dots seem to appear either after sex or after masturbation.  I've used a number of products, hydrocortisone, lamisil, as well as doctor prescribed nystatin and triamcinolone acetonide cream.  every product seems to help, the dots go away for a while.  But a while down the road they seem to come back.  
I was wondering if this could be caused by the skin of my penis being dried out.  the skin seems to be much dryer than it used to be, as well as having what appears to be creases on the head of the penis. barring that, my current girlfriend is going in to get tested for thrush, that seems to be the only thing left i can think that it is.  
I have attached a picture, any help would be appreciated.

Hello,
Chafing is one such possibility for such symptoms. Chafing occurs when the skin becomes irritated by the friction caused by rubbing – either against other skin or against a foreign material. Wash the areas several times with fresh water. Do not use any cosmetic products at the sites. You can apply some calamine lotion at the rash as it will help in soothing the skin. Also wear cotton undergarments. Application of mild corticosteroid cream and oral antiinflammatories like ibuprofen/acetaminophen are also helpful. If the symptoms are severe then it will be best to consult a dermatologist.

If the symptoms persist then eczema needs to be ruled out.
