Red face, hot sun burn feeling on my neck

Pelple tell me all the time that it looks like you got some sun this weekend when I have not been in the sun.
My face is red most of the time. Not like Rosacea. More like an all over sun burn or flushed. Also, The left side of my neck hurts. It sorta feels like a sun burn and is sensitive to touch.
The red skin started about 4 years ago when I left my X. I have been under a ton of stress. Dealing with my X who died from drug abuse, the real estate that we owned together, Mother-in -law, attourneys and trying to keep up on payments.
