Red flat patch of skin on penis head

The last 2 years or so i've had a flat red non itchy red patch on the head of my penis. I've had this checked but my doctor told me it was nothing to worry about. However there is now a second red patch forming about a 1/10 of the size and i'm starting to freak out.. I went and got this checked at an std clinic since my GP told me the same thing he did 2 years ago that it was nothing to worry about. The woman at the std clinic did say it looked harmless but wasn't sure what it actually was. She has given me Clobavate 0.05% for 4 weeks and there has been no improvement. Does anyone have anything that sounds similar...

A flat red patch (Near the Meatus but not connected to it) Not itchy.. and slightly smaller that a five pence piece.
had this 2 years and now a second patch is forming

I'm not sure what it could be, but if the cream isn't working and another patch is forming, I'd go back to the doctor- sometimes you have to go back a few times to get some answers.  Good luck!
