Red marks/scars won't heal

-Asking this on behalf of my girlfriend who currently doesn't have internet access.

She's had a few red marks on her body (mainly face but some on hands) for over 3 months or so now, these marks are like little half healed scabs or scars but still remain full in colour. About half a centimetre in diameter, maybe a little more, and they cause her a slight amount of pain. They had no apparent cause for appearing (they weren't a result of acne, scratches, cuts, anything like that) and have yet to fade or reduce in size since appearing. She does suffer from mild dermatitis but doesn't have particularly dry skin.

She's in dire straights over what to do with them, has been applying antiseptic creams, some scar lotions and the like for ages now with no result. She has to steer clear of most oil-based creams as they seem to make her dermatitis break out even more. Have googled around with no real findings for some kind of advice on what could help! This may not be applicable but she is on a contraceptive pill (I have noticed this has sometimes been mentioned in regards to skin problems).
Any advice or help will be sorely appreciated!
