Red pinpoint marks on skin

I have what appear to be red pinpoint type marks on my arms and stomach. I have had these for quite some time although new ones seem to appear now and again because they are increasing in numbers. They dont really fade over time and they dont appear in clusters, they seem to be spread out in varying degrees up my lower and upper arms and upper abdomen.
I wondered what these were and what causes them? Could they be related to the fact that i have a pale complexion with a fair few moles? Althogh they are not mole sized or coloured, they are quite small.
