The second possibility is of perioral dermatitis. In perioral dermatitis there are usually small red bumps or pus bumps, and mild peeling. The cause of perioral dermatitis is unknown. But some dermatologists believe it is a form of rosacea or sunlight-worsened seborrheic dermatitis.
The last possibility is of eczema.It is a form of chronic dermatitis.
The treatment for all are different.So I would suggest you to consult a dermatologist and get it examined.

I was prescribed a stievamycin gel for acne a cou0ple weeks ago which I have been using. I was unsure about putting it on this area, but started to and its cleared up almost completely.
My face gets red and blotchy when I work out and it doesn't go back to normal untial about 1/2 hour - hour after I stop. It is really bad above my lip and looks like I have a pink moustache. My skin is normally slightly darker above my lip for some reason all the time (hardly noticable) but after I work out (or in the sun) it is soooo bad and its humiliating at the gym. Does anyone know what would cause this or what I can do about it?
