Red rash on penis

About 5 weeks ago, a red spot developed on the tip of my penis.  It became scaly and irritated, and had some dead skin that peeled.  After two weeks I went to the doctor.  He said it was probably jock itch/fungus (there was a bit of a rash in the fold of my thigh/groin as well, and i've had fungal rashes on my stomach/chest in the past).  He told me to try clotrimizole for two weeks, and keep the area dry.  Two weeks later, it was just slightly better, but still really apparent.  Called the doc, and he recommended continuing the clotrimizole for two more weeks, and also washing the area with Netrugena T/gel when I shower.  Another week has passed, and the area in the thigh/groin fold is improving, but the red spot on the penis is still irritated and not going away (though it is better than it was four weeks ago, when it first surfaced).  I'm also using Gold Bond powder to keep the area dry (this on my own, not the doc's idea).  My questions: What does this look like?  If a fungus, shouldn't it be going away with 3+ weeks of clotrimizole?  Anything else I can do to get rid of this?  And the anxiety producing standard question, could this be herpes? (there appear to be tiny bumps up close, the pictures don't quite reveal that aspect-- though I haven't been sexually active in a while).

Irritation.  No response to antifungal cream because it's not a fungus.  Herpes is not even a remote possibility.  Try some over-the-counter hydrocortisone 1% twice a day for a week, then let the redness take its course and ignore it.  If it still worries you then, let a dermatologist have a look.
