Red spots on my penis head

1)I've never had sex and I have big red spots on my penis head. I'm unconfortable talking about it wit my parents because I don't want them to know about it. I need a way to heal it.Sometimes it hurts, sometimes it's itchy.I believe I caught from masturbation but I can't be sure. Is there anyway to heal it?
2)I also have small white pimples on the base of my uncircomstized penis head. Can you tell me what they are? they are really small and (2-3mm) and theres alot of them. I want an easy way to get rid of them for a fifteen year old.
I will use anyway to get rid of all that even if its not easy.

Thanks for helping me. I'm going to take an appointment with a dermatologist. Should I go see a genicologue? thanks for answering me I didn't know if this would help me or not.

The red spots on penis can be due to folliculitis. The white bumps on head of penis sound like pearly penile papules. Pearly penile papules are small dome-shaped to filiform skin-colored papules that typically are located on the sulcus or corona of the glans penis.

Ablation using carbon dioxide laser, electrodesiccation with curettage and excisional surgery reportedly have successfully eliminated lesions. In my opinion you should talk to a cosmetologist/dermatologist about this. Regarding folliculitis, keep the area clean and apply some topical antiseptics. Also wear loose-fitting cotton clothing and use an antibacterial soap or mild soap like dove. Avoid any kind of cosmetics. Topical antibiotics such as mupirocin or Neosporin are also useful. In case the symptoms persist then oral antibiotics may be needed.
