Red spots on penis

About a month ago, I was masturbating and after I finished I had a little cut on my penis, I didn't really think much of it at the time, but its been a month with little improvement (and the coulpe of times I tried to carefully masturbate probably didn't help either).  I stopped masturbating (3rd week), and I have been applying neosporin on it constantly, but it doesn't look like it wants to go away (it is healing its just REALLY slow if at all). Also there is no irritation or anything bothersome to it.  I feel like the scabs are coming off when I am in the shower, so I have been really carful these past few days to see if that is what has been causing them to not heal properly.  Before I would feel some pain at the beginning of taking a shower (presumably my scar skin coming off).  I don't want to go see a doctor about this but if I must I will.  I guess what I am looking for is something else besides neosporin to get this healing correctly.  The spots as of now are 1 near the tip (small) and 2 just under the head one semi large and the other like 1/2 or less the size.  

They will look like they are scarring over then it just looks like they are back at square one.  I dont know what to do!  Please help.  If you need further info just let me know.

Hi,

Differentials for your case are a bacterial infection, a fungal infection, and eczema or dermatitis. Frequent manipulation of the area may cause some minor injuries that may allow entry of organisms or initiate a scratch itch cycle that starts a dermatitis. If this does not respond with neosporin ,  I suggest you seek consult with a dermatologist to have the lesiosn assessed.

Any associated burning or pain with urination? For genital lesions, sexual history  is important.Are you sexually active?

Get an initial consultation.This may not sound urgent but I understand that this causes some discomfort.
