Red spots on tip of penis

I have had this for a couple of years now that I can remember.  Sometimes they get larger, but not in a great amount.  I have several small bumps on the tip of my penis.  They do not open or spread or bust.  Just come up and go away.  Any ideas of the cause?  I had heard it was possibly masturbation, rubbing on clothes, possible genital warts, etc..  
Also, there is a spot directly below the head of my penis in the crease that is clear and never "ruptures" but during masturbation many times will get raw.  But never really heals up to the skin being durable.  There is no clear leakage.  I guess this is actually two different issues.  
I'm not sure if there is a way to mail a pic for a diagnose or even hint of an idea.

Did you notice that those lesions appear only after friction of any sort or there were other correlations too?  Please, explain/describe. Were there completely lesions-free periods or they would become just less noticeable?

How is your overall health? Any health disorders?

The lesions/abrasions below the head of penis would only appear after "friction" and would last for a few days healing.  If there was any fluids from them, it may be a spot of blood but very tiny at that.  There was never a clear or yellow discharge.  Crusting.  Etc..
Usually after 4 days, they appeared healed.  But the skin in that area appears to be more prone to abrasion.  

The biggest correlation I see is when skin is drier.  I have tried using a moisturizing  soap to help if this is part of the issue.  

The spots on the tip of the penis right at the urethra opening.  Those are like 5 or 7 small, very small red dots.  They never disappear that I notice.  But appear to be like small blood blisters.  No burning on irritation.  Sometimes they appear to not be as present, but there is no correlation to this and any other action, activity, environment.  These have been present I know of for 4 years.      

My health is very good.  No health disorders.  No health diseases.  Non-smoker.

Thank you for providing us with additional information about your skin changes and overall health. We are sure you understand that your lesions (penile erosions and erythematous/purpuric papules around external urethral orifice) should be clinically (visually) evaluated by your dermatologist for that final diagnosis and optimal treatment recommendation. What we will provide is several differential diagnoses to be considered, as well as some preventive measures related to them.

In general, there are normal variants of external urethral orifice including prominent veins and rarely angiofibromas that appear as erythematous/purpuric (red to purple) small papules. However, Zoon balanitis, Lichen sclerosus, localized amyloidosis, physical trauma, etc. should be investigated.

Transient penile erosions are most likely caused by physical trauma (friction, suction, etc.), as you already assumed. Dryness does make penile skin more sensitive, so try to avoid any harsh physical of chemical contact. The cause for dryness should be investigated and removed to enable full recovery. Your dermatologist will take a detailed medical history as part of search for that answer.

Hello, i just have a question regarding my penis. I did my yearly STD testing this past June11" ,....everything came back negative since then i have been with the same 1 person and she has only been with me sexually. However about 5wks ago she put vaseline and baby oil all over my penis and was rubbing it up and down, and shortly after that i began experiencing severe dry skin and bumps all over my penis shaft, foreskin, head and all. It does not itch or burn, but it slowly cleared up in my shaft and foreskin area, but dry skin and 2 red bumps are still remaining on the bottom part of the head on my penis they dont hurt or itch, but they just havent gone away. Can you give me some insight?
