Red spots under the skin

Ok I am a 24 year old female and I have about 8 red spots they are on my hands one of the side of my foot and a couple on one arm they are little red spots and they have a bright red spot in the middle of them they dont cause no pain or itching or nothing I have had most of them for a long time all but the ones that I have recently gotten on my arm and i dont know what they are they look like little blood pin picks under my skin but if I push on them or pull on my skin tight where they are they look like they are gone but if I let go then you can see them again and they dont ever go away either could you please help me with this it is not some kind of skin cancer or something or something else really bad is it please tell me what you think it is and if you think it is ok or not

The image is not very clear. However, based on your description , I do not think this is skin cancer. Skin cancers may be dark spots, more like ink stains eg melanoma. They may be angrier looking as in the case of squamous cell CA. In your case, I am thinking of something vascular. These may be petechia or purpura. Do you scratch the rash or have you bumped the areas  into something?

Just continue to observe them. At this point, I do not think you should be very worried unless there are associated gum bleeding, nose bleed or any increase in size of these spots.
