Red spotty rash in groin area and thighs

i have a Rash in my thighs area, and also in my groin/scrotum only on the left side, it itches a lot and on thigh i could see raised red edges, and the skin color is different now, it more brownish in color where there was rash and sometimes it goes to whitish in color, as if it was very dry. i have the problem on my left thigh and left side of the groin area/scrotum there is nothing on the right thigh is all normal. i am attaching a photo of the rash any help would be good. i am taking pimafucort cream but its not helping at all the rash spread from noting before a month ago till the size on the photo. please help
