Reddish rash on penis (inner foreskin)

I知 a 25 year old male and I知 uncircumcised. There is a reddish rash on the neck of the penis(inner foreskin), just underneath the glans or the head of the penis and was on the right side initially. It suddenly appeared before some 8 months and during that time I was not in sexual contact with anyone so it can稚 be a STD.After few weeks I noticed this rash it appeared on the other side of the penis.This rash has not spread since then.
This rash is generally non inflammatory or itchy. But when I masturbate this area becomes reddish and little swollen and there is slight pain.
I知 not sure how to describe this rash, it appears velvety and the skin appears smoother than the rest of the area under the glans.
I looked up images in the internet that best fits my case, and I found something named
Erythroplasia of Queyrat, which is pre-cancerous stage of penis.
I知 not sure if I知 right. Also I would like to know who I should be consulting with about this, a dermatologist or go to a STD clinic. Please advice.

I'd go to either. Erythroplasia of Queyrat is quite rare.  Much more likely is mild irritation.  The doctor should be able to tell just by looking.

Not to worry.  Just go and find out.

Try not to worry about what is probably nothing. From what I understand, cancer of the penis is very very rare. Unfortunately the internet will give you hundreds of horrible diseases for the most innocent conditions. I bet if you put in runny nose you would no doubt see some terrible diseases listed, when you and I know it is 99.9999999999% a cold or allergy. So try to relax and expect that the doctor will give you reassuring advice. I am sure he will.
