Redness for year after shaving

Hello there. I haven't shaved with a razor in over a year. I've been using an electric razor ever since.

I stopped using a razor since I always ended up with razor rash and ingrown hairs no matter how gentle my technique. I wouldn't dig in at all, and used the gentlest touch, but I would still get cuts. I know now that some of the trouble could have been avoided if I disinfected my face after shaving, but I'm happy with my electric.

The problem is that even though all the ingrown hairs have healed, I still have redness where I had especially bad trouble with cuts. A whole year later. It is not acne--there are no pimples. It is located only on the portions of my neck that got it the worst from shaving with a razor, so I don't think it is another type of skin condition. I doubt my electric razor is irritating the area, but I'm not necessarily discounting it.

My question is, what is an over-the-counter product that will soothe my red skin? I don't have the money to go to a derm, and this is a vanity anyways. My mother says Noxzema helps with redness, but I don't want to buy it on her recommendation (she has a bad track record with suggesting Noxzema for everything). Will moisturizing get rid of the redness?
