Returning vaginal irritation

I have recurring vaginal irritation with itching and burning. Its always in the same area directly outside the opening of my vagina always in the same spot. I have tried all yeast infection meds with no results.  There is no rash just irritation.  I have used betamethasone and it goes away only to return in about 3 weeks.  My husband has even complained of some itching with relief from betamethasone.

After reading previous posts and seeing references to HPV it concerned me.  I have been married for 24 years with only one other sexual partner before marriage and that was over 25 years ago.  My husband was a virgin when we started our relationship and trust that he has not had other partners.  

My question is this:  Is it possible for this virus to be dormant for that many years and if HPV is not what is causing this what else could it be?
