Ringworm or Eczema?

When I ran track in 8th grade, i noticed a slightly red rash form on my thigh near my groin area. I never knew about jock itch or anything of the sort, so I thought it would go away with time. Gradually it has gotten worse and now a few years later I have itchy, splotchy red rashes on my inner thighs. I believe there is one on my scrotum as well.
I also have recently gotten 2 round rashes on the shaft of my penis. They are not always completely visible but when they do appear they have a pronounced ring that looks like bumps, and it is very dry. These are also slightly itchy when they appear.

Around half a year ago, I had gone to the doctor and he said it looked like jock itch, so he gave me some pills and had me take them for a while. That didn't seem to do anything (I don't even think they were right for my condition, they were yeast infection pills that looked to be geared towards women) so he gave me a powder on the next visit. This didn't do much either. I haven't been back since. I've recently tried some liquid "Fungi-Nail" (apparently the strongest OTC anti-fungal medication). I stopped because there were intense burning sensations and it didn't seem to help anything at all.

When I was much younger, I had a history of very bad eczema, and have had it in my genital area. A while of Eucerin treatment cleared that up.

(Also I never had sexual contact in middle school, so I know it can't be an STD.)

So I have no idea if its fungal or eczema related, but I'd really like to know so I can get things looking normal again.

From the symptoms it looks like nummular dermatitis to me. Ringworm is a fungal infection and nummular dermatitis is a type of eczema and allergic reaction is one of the commonest symptom. To confirm the diagnosis however you need to consult a dermatologist as both present as ring like itchy lesions. Treatment is different for both.
