Rosacea

I am not sure if what I have is exactlly Rosacea but I am using Rozex for about 1 year and it looks like it makes it relaxed.
My concern is because I am still look tanned which is actually not that I am tanned (even now in winter time) but it is the face skin problem. My face looks tanned in the T area (nose, cheeks, chin).
Could anyone tell me about:
1) good stuff I van read and learn about the topic.
2) good medications.
3) Does Elidel also help ? When to choose Rezex and when Elidel ?
4) How can I confirm if this is Rosacea ? I think I should tell that also behind my ears the skin is usally dried.
