Rough small bump right below foreskin

Hi, I have a question regarding my penis. I'm 19 years old and I have just noticed that there is a small spot below my foreskin which is rough skin. It feels like skin that has a splinter in it (rough) and when my penis is erected, instead of it being rough skin, it appears as a small white ball, and around this area I have slight pain when masturbating. Personally, I have had no sexual contact, no sex at all, so I am not sure of how I got this and what the treatment of this is.

This could be could be due to hair follicles and sebaceous glands. These  are  normal part of the skin's anatomy and are commonly found on the penile shaft. They may be visible as small nodules or might only be felt as small lumps in the skin. They also have a tendency to recur.
