SADLY I HAVE HERPES.. PT 3

Ok so regarding this rash i started to use hydrocortisone cream and it seems to work really well however when i masturbate my penis tends to get red and a little irritated... and after i masturbate i wash it and appy hydrocortisone cream and it seems to make it better but i would like to know why my tissue/skin on my penis is getting a little irritated....??? Also sometimes it is dry and seems to be cracking a bit....is there anything i can apply on it to stop the cracking??? i dont want to always use hydrocortisone as a moisturizer... what can this be?????

I AM USING HYDROCORTISONE AND CLOTRIMZOLE thats what my doctor told me to use...... and when i use it the rash and cracking and dryness of the skin seems to get better but then when i masterbate it flares up as red rash type bumps and my skin gets red and cracks after that i put on those creams mixed together... then it seems to get better in a few hours what is this? is it related to herpes????????? some one please help!!!
