SEVERE REDNESS AND BURNING ON SCROTUM AND PENIS

Approximately two weeks ago I noticed both sides of my scrotum and the underside of my penis(on the left side) were quite red and itched. I have been applying several topical applications but to no avail. ie.1% hydrocortisone,vasolene, and even Desitin,which always worked on my kids diaper rash. The skin on my scrotum. where the redness is ,is like raw meat and very rough to the touch it is also a bit sticky to the touch. I also have some inflamation on the foreskin area as well...not blisters just red and sore to the touch.
What really has me concerned is that while I don't have any pain urinating, the tip of my penis at the opening has become
a bit tender but not inflamed,and I feel a sensation when I urinate that is different. I feel that I have to urinate more often but I am also drinking a lot more fluids. Frankly, I'm not sure if I should see a urologist or a dermatologist.
I have always practiced safe sex,but these symtoms also seem to possibly suggest Herpes.I am also A runner and frequently sit around in my running shorts after a run which may have something to do with this.
Can severe dermitus or eczema produce symptoms like what I've described particularly as to the sensation when urinating or does this suggest a potiential STD?
At this point I am at a loss as to what to do. Should I just stop all topical medications as they may be futher irrating the situation or continue.
This is emotionally debilitating!!

It sounds as though you may have a yeast infection.  Yeasts live in the gut, and most men who get them do not seem to have caught them from their partners.  (Women get vaginal yeast infections all the time, also not from other people.)

I think you should make an appointment with a dermatologist, and while you are waiting you should stop all other medications and use instead twicw a day 1% clotrimazole cream, available without prescription.

I was circumcised as a child.  A poor job, though.  The foreskin is not cut clear around the penil shaft. I guess it would be ideal if I wanted to wear a hoop ring.  But since that is not the case....

For a while now I accumulate a substance, I'll call yeast or cheese.  It forms under the forskin.  It gives off a very foul smell.  I use a cuetip daily to clean the area, but by evening it needs cleaning again.  The problem too is the tip of the penis itches and burns at time.  At times, especially if I get an erection, I notice a razor like cut at the joining point where the circumcision was not completed.

I've tried several over the counter ointments, but was wondering if there is a specific cream or ??? that I should use.
