Same problem, not stretch marks

I have the same problems, they appear to be stretch marks going down the insides of legs starting near the scrotum. When they become red and sore they also smell pretty bad. I do not believe these are stretchmarks since I have not grown in years. I would like to know what these really since most doctors just take a look and tell me they are stretchmarks.
