Scalp condition

I am a 52 year old male. I have fine thinning hair. My scalp is breaking out with what seems to be acne. The pimple comes to a head and is surronded by redness. There is no flaking or dandruff and it does not itch. I have never had acne or any sort of pimples even as a teenager. I do not have oily hair, in fact my hair type is dry. I shower and shampoo regularly as I always have. I did not change shampoo previous to the breakout but tried a different shampoo after the breakout and it made no difference. I have made no changes to my diet. I have been under a lot of stress lately.Could that be the cause? What do you suggest (that is hopefully inexpensive) to treat my scalp?
