Scrotum Issues

This week i discover that my scrotum is turning really red and the underneath of my penis is very red and i the skin below it is all peeling off. ALSO the testis on the right side has become more painful.. I don't know what to do, i put anti-ash cream and it didn't work and and i put powder on the side and underneath to prevent more rashes to appear and so far it didn't work... Ever time it touches water it will burn.. And ever time when i take off my undies i find some brown sticky stuff.. I NEED ADVICES!
