Scrotum and penish have been reddish for over a year no pain or other symptoms

I suffer from ocd and before I was treated I had a very severe problem with washing myself. I would use large amounts of soap and would wash and scrub my hands and genitals a lot. Because of this my hands and scrotum and penis have become reddish and have stayed that way for a couple of years. I should mention that I no longer wash vigourously like I did before but I have continued to use soaps like dial and other soaps with fragrances. Also I do not regularily use moisturizer on my hands. There is no pain, itching or swelling or any other symptoms other than the skin on my hands are reddish and also on my penis and scrotum. I was wondering what I can do to solve this problem. I plan to change to non fragrance soaps and use moisturizer on my hands and genital area but i wanted to consult with you first to see what I can do. Thank you.

There's no problem to solve.  The scrotum is often red on its own, and if your excessive washing did redden it when you were doing it, then any extra redness will fade on its own.  The less you do with it, or about it, the better.  I more than suspect you are over-interpreting normal skin as excessively red.  Check with a skin doctor if you remain in doubt.  Then don't look....

I also have developed a red/browish skin tone around my genitals. No pain, no itching, no pimples, no warts - just darker skin, and it seems to be slowly spreading.
Also, I'm getting discoloration across my chest and arms. My arms become very dry. Red or white blotches arcoss my chest and arms. Sometimes huge red blotches on my back. Is it the water? The soap? Am I dehydrated?Do I use too much moisturizer? Is it the heat?
I'm not sure what to do.
Looking for any advice or insight.
