Shin (shin splint) Rash

I have had a rash on the shin splints area on both legs for around two years now. The rash does not itch at all.
I have tried many steroid creams one seems to clear the right leg but not the left. Once I stop using the cream the rash comes back again.

I do drink a lot of alcohol, now and again.

Can you suggest a diagnosis/treatment.

Without seeing this rash I can't really tell you, although it certainly doesn't sound serious.  Sometimes small blood vessels burst in the area and leave pigmentation on the skins.  Ask your doctor next time you go.
