Based on what you have posted this does not sound like a herpetic lesion. The waxy appearance and the small bumps that surround it may suggest either a dermatitis or a fungal infection. The condition has also persisted for weeks which fits our differentials of a fungal infection and dermatitis which are both chronic, persistent and may be recurrent.
A microscopic evaluation of skin scrapings from the affected skin may be able to help exclude a fungal infection. The definite diagnosis for a fungal infection is done through culture. But this may not give immediate results.
You may discuss this with your physician. Fungal infection seems to occur frequently in the groin because the area is usually damp and covered which encourages colonization of the organisms. So it is important to keep the area clean and dry always.

i had two urine tests one start of stream the other was mid flow, a blood test, and a ureathra swab i believe i had hsv1 since childhood with 1 outbreak orally in elementry. i would i have to ask them to look for fungal infections or yeast or is it standard amongst std tests. i asked to be tested for everything.
thier is no discharge, and it started off as a rash now it is simply a waxy spot with occasional red spots around it. sometimes the gland swells and other times it does not, but it never fully goes away i noticed it basically 2 1/2 - 3 weeks ago. i took zovirax oint and acyclovir 400 mg tabs with no results. i tested positive for herpes simplex 1. but two dr opinions stated it does not look like herpes on my penis. and the cream if anything made it more shiny and maybe bigger plus it doest hurt or open just stays waxy and the red comes and goes. i wear boxers but thier not silk and i feel the redness now comes from irrations. but the shiny waxy colour stays. i read a post on yeast infections and it said if u spit in a cup of water first thing in the morning (which i did) and leave it all day if u see white strands in the bottom of your cup like spiderwebs u may have a fungal infection. is that true because i had the strands in the cup, it didnt just disolve as i expected. or is that normal for mornings. im trying to paint a vivid picture for you if u have any other questions im more than happy to help you heelp me. thanks. jguy.

Conditions involving the penile head may most likely be a case of balanitis. Is the rash itchy? The shiny waxy appearance may be a dermatitis or may be caused by a fungal infection.
You have mentioned of a discharge. Is this penile discharge that comes out from the urethra? If this is the case, then a urethral swab culture and urinalysis with urine culture will be able to help. Culture of the urethral swab will guide treatment as it shall determine the organisms involved.
It is possible for balanitis and a urinary tract infection or STD to occur together. Balanitis is not necessarily a sexually transmitted disease but sexual activity may cause balanitis.
The spot may also be due to irritation. If you wear tight underpants and if you are physically active, then the fabric may cause mild abrasions over the skin leading to the rash.
