Skin Irritation on Glans(glands) of Penis (around the Sulcus)

For the past 3 months, I have had a skin irritation with the glans (glands) part of my that revolves around the sulcus portion of the head.  Depending on how irritated the area is, it will change from a red color (irritated) to purple.  It does not itch, but is easily irritated by my underwear.  I does not have any odor or discharge.

I have tried boxers and brief and both irritate the head.  

I saw my GP a month ago and we originally thought it was jock itch and put anti-fungal cream (Clotrimazole & Betamethasone) and a oral pill (Flucanazole) for 1 month, but it had not affect.  I have also tried Hydrocortizone 1% for a few weeks.  

I am married and have only been with my wife sexually for over 12 years.  My GP did not think it was a STD or cancer.  His assessment was Lichen Planus.  

Any advise or help is appreciated. It is impacting my sex life and causing irritation throughout the day at work.
