Skin Tag or Genital Wart?

Doc, great site.
Several years ago, I found out that my long distance girlfriend was cheating and we were having unprotected sex (she was on the pill). I went in and got fully tested and every thing was normal. Did further tests for HSV and HIV 6 and 12 months later, again normal. I was very paranoid and constantly checking myself when I first found out of the situation after I had visited her. The only thing I immediately noticed was a small bump around my foreskin (where I was circumcised). It is about 1/8-1/4 inch in diameter slightly raised, flesh color and soft. I had it looked at when I did the initial STD screening and the GP told me it was a skin tag. (possibly due to a bit hard masturbation) I don't remember always being there but likewise I wasn't a hypochondriac before either. I have had a skin tag in the groin and it was removed and it looked a lot different that what I have on my penis. I have just lived with it and its never been a problem. Never changed, gone away or anything like that but likewise I haven't been in a sexual relationship since so like I said, I just lived with it.
I am starting a new relationship and would like your opinion if it is HPV or not, as I want to know before moving foward with this new woman.
If it is or isn't a genital wart, I am curious about options to remove it as I think it is unsightly. What options will cause the least problems?

Image 2409 is the most clear. It is hardly noticeable unless the skin is stretch or I have an erection. I just folds into the circumcised skin.

Tough to tell from a photo, but I didn't see anything there that looked like a wart.  I did see something that looked like a brown freckle.  If that's what you mean, it isn't a wart, and a doctor can certainly remove it if it really bothers you.  I think you should see a dermatologist for a definitive diagnosis and treatment.

I have the same thing. It may be a bit smaller 1-2 mm but is raised shiny and slight firm. It is exactly on the scar line. I'm concerned because of all of the circumcision sites that say the most common spot for penile cancer is on the circumcision scar. Is this true? I know I'm not supposed to ask a question but how common are warts/cancer directly on the scar line? Sorry but I think this relates directly to the question above.
