Skin flaking and *sometimes* little tiny red dots under skin + possible rash.

I am not sure what to say, I think im experiencing 2 different things at once.  The flaking is on my right hand mostly and little on my left.  Its the finger tips mostly.  This is more recent.  Before this, around my thigh area, not my actually genital area is red / purple marks that are all over, i think they might just be stretch marks or something I am not sure.. they dont bother me and have been there for a while now.  But stacked with these 2 things I also have *only sometimes* these little tiny red dots under my skill, no bumps, you cant feel them, just see them, they look like someone grabbed a ball point pen and put little dots in a small cluster on my hand, the size of a dime or penny maybe.  Ive seen it on my right palm under pinky and left palm under pinky *both towards the wrist*  and once on my bicep which showed up.  The dots wouldnt be there, id get a really bad itch, then they would be there.  I'm a heavy itch person i scratch a lot and ive never had red dots before.   The left palm dots appeared without itching i just rubbed that spot and i think i felt a small pop when i did it and noticed the dots appeared after that.  they last about 1-2 days and slowly fade out.  They look like a petechiea.  As for my hand, i didnt realize anything was wrong until a PA told me I needed to get my hands checked for a rash... could all 3 be related.

From the symptoms petchiael spots but for the purple rashes, lichen planus needs to be ruled out. Petechiae are pinpoint-sized red dots under the surface of the skin. They are common after skin trauma and viral infections. They should go away in a few days. But if they persist then please consult a physician and get other causes ruled out which include allergic reaction, autoimmune diseases, thrombocytopenia, ITP or leukemias.

My sincere advice is to get it examined from a dermatologist. It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your doctor. I sincerely hope that helps. Take care and please do keep me posted on how you are doing.

I wont be able to see a doctor until Nov. 2nd, the Petchiael spots are only there if I rub my palm area enough, and the peeling skin on my right hand has only gotten worse and still there, but I am going to see a Military PA on the 2nd and hopefully figure it out.  I know my dad has Lupus and both parents have Eczema and they think it might be the starts of that.  the Purple spots they think were just stretch marks on my thighs so that may not be anything related.
