Skin problem on penis

On the bottom of my penis, I have very red skin, this covers almost all the bottom of my penis from the head to the scrotum(note i am uncut). Also it continues a little onto the top of my scrotum,these are now in quite a few areas of my scrotum. There is also a few cuts like paper cuts where my penis meets my scrotum.There are little white spots in the skin which I have popped hoping they would go away, however when I have not washed with water for a few hours, this area becomes very oily and waxy.

Hello,
It can be due to dermatitis skin and irritated and clogged pores. If there is any itching associated with these symptoms then fungal infections need to be ruled out.

Wash the areas several times with fresh water. Do not use any cosmetic products at the sites. You can apply some calamine lotion at the rash as it will help in soothing the skin. Also wear cotton undergarments. Application of mild corticosteroid cream and oral antiinflammatories like ibuprofen/acetaminophen are also helpful. If the symptoms are severe then it will be best to consult a dermatologist.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
