Skin problem

I get these tiny red spots around  my  arms and wrist since 3 months now, also when i rub the skin around these spots the skin appears to turn redish around these spots for about 3 to 5 minutes and then get normal color.
the redness on rubing is normally spread to around 10 to 20 mm
The sports appear randomly maybe 10 to 15 over a month. i have been travelling during these period in temperature at 10 to 18 degrees celcius.
The spots are not painfull nor a bumpy, just redding in color with a very little raise in them almost minimal.
Please advice

Are you not used to this temperature?

Have you had previous similar episodes before?

If yes, what were the surrounding events and circumstances associated with this?

Do you have any known allergies?

Are these red bumps itchy?

Are they persistent or do they only appear at a given time of day?
