Skin rash on both hands

Hello I'm new here but was wondering if you can help me out. I seem to have a rash that apears on both hands once every year during the cold weather. It lasts for about a month and I noticed I don't have this problem any other time of the year. My hands swell up and turns very red. I notice blotchy under the skin bumps that aren't in one place. They range from my palms to the back of my hands to even my fingertips. I go to an allergy doctor and she has tried everything and remembers that last november it was the same story. Now my question is if this is an allergic reaction wouldn't it get better with benadryl, which it hasn't and my doctor says it doesn't look like eczema. And again this only starts mainly every november which is exactly when the cold weather starts. So please tell me if anyone has had this problem for they are extremely itchy and bothersome. Any advice is appreciated as I have tried everything.
