Skins bubbled up!

I went running last night and was sweating and my skin bubbled up, it was very itchy, there were flat bubbled skin irritation all over my face and arms in patches. This has happened a couple times before but I thought it was my friends cat. this time I was alone in the night air. It scared me becasue of how my skin was inflamed all over my face. What is this.???
