I fell when I was very little (infant age) and hit the back of my head.  I am now in my late 20s and at the site of the fall, there is a small bald spot (size of a pinkie finger tip) and no hair has grown in that area since.  I have to keep it covered with certain haircut styles...no biggie.  

How much would be cost to have hair follicles implanted to promote new hair growth?  Or is there anything I could use to spark hair growth in that spot?  Again, no hair has grown in that region since I was a baby.  I can feel a scar there.

Since it has been quite a long time since the bald patch has not healed, so the most likely treatment for such a patch is hair transplantation. There are medicines like Minoxidil and Finasteride which are used for baldness but in your case, hair transplantation should be more effective. It is a surgical removal of hair from a certain area of the scalp and its relocation to a bald or thinned area. The average hair transplant in the USA earlier cost  around 3000 dollars but the cost varies considerably from person to person depending on the number of grafts needed, the number of sessions involved and with each medical centre. It is better to consult a good cosmetologist for this.
