Small black bumps

Hello I am a 31 year old male and I have noticed two very small black bumps very close to each other on the top left side of the foreskin of my penis.  They have been there maybe 4 months.  They are hard in texture but no pain is present.  I see the hint of two more appearing right next to the two making a set of four.  I have seen a doctor and they have tried a genital wart vinegar test but no changes in color occured.  I have been sexually active in the last year but I don't feel that these are genital warts or anyother STI.  Could this be a cyst or something harmless?  Again they are very small in size and very black and hard.

They don't sound like warts to me, but they don't sound like much of anything else either.  Maybe they're small blood vessels.  I doubt they are of any concern, but you should show them to a dermatologist or STD specialist so you won't have to worry about them.  Meantime, leave them alone so they'll be recognizable (no squeezing.)
