Small bump that feels like loose skin

This is incredibly embarssing to ask, but I'm desperate. I have a small bump on my inner thigh, its pinkish in color, and when I touch it it feels like loose skin. It looks like a bad zit, but when I touch it it feels like...loose skin. It's hard to explain. I've had it for a few months, and to my dismay, a similar bump is appearing. Any idea what it is?
