Small round red star mark on cheek

I'm 19 years old now and I have this mark on my left upper cheek below eye since I was about 14 years old.
Ive seen another 3 year old have the same thing, the mother told me what it was and now I can't remember.
It looks like a star like ( * )  or also a spider web i guess.  normal distance it looks like a red spot. up close its real thin vien looking things that spread out like a star sign * .  I believe the mother told me it can only be removed by laser treatment. I'm not sure.  It really drives me nuts and would do anything to get rid of it.
And the spot feels like dry skin but i put vitemin E oil and sometimes lotion on my face to keep it from being dry.

Please if you could just give me the names of what it could be, I can either remember which one she said or I can look it up till I see the right picture of it.   Thank you very much.
