Smell red dot on side of testicle

About a week ago I noticed a small red dot on the side of my testicle. At first I thought maybe it was just a pimple or something, but it's been a week and it hasn't gone away. It hasn't gotten worse or anything either though.
It's just a small reddish dot, I wouldn't really call it a bump. It's hardly raised from the skin. It doesn't itch or anything and it isn't hard, and you can barely feel it when I move my finger over it, so it's just a very small bump. It's on the skin surface too, not inside the testicle or anything. Any idea what it could be? I'm not sexually active.
Is this anything to be concerned about?
