Spots around the mouth

I keep getting spots around my mouth for several months. I have been using Dalacin Topical Lotion for a month now worked really well prevented them coming up. But I am worried these spots are herpes my lips are bright red a lot of time like I have lip stick on!!
I had swarb test done it was clear. My gp told me I can keep using the lotion because im worried they will come back soon as I stop.
Can Dalacin lotion stop herpes? is ok to keep using this? and how can I tell if its herpes or not?
